Background of the study
Organizational culture significantly shapes employee attitudes and behaviors, directly influencing job satisfaction. In public institutions, particularly among civil servants in Akure South, the prevailing culture—comprising shared values, norms, and practices—plays a pivotal role in motivating employees and fostering a sense of belonging (Afolabi, 2023). The public sector’s unique bureaucratic structures often intersect with traditional cultural values, creating both opportunities and challenges for enhancing job satisfaction. This study investigates how cultural elements such as communication styles, leadership practices, and institutional traditions affect civil servants’ work experiences. Recent reforms and modernization initiatives have aimed to realign organizational culture with contemporary human resource practices, yet challenges remain (Balogun, 2024). By analyzing cultural dynamics, the study seeks to uncover the underlying factors that contribute to job satisfaction and to identify practical interventions. The discussion integrates current academic debates with empirical observations to highlight the transformative potential of a positive organizational culture (Ibrahim, 2023). It also addresses the tension between established practices and the need for progressive change, thereby offering a comprehensive analysis of the public sector work environment.

Statement of the problem
Despite ongoing reforms, civil servants in Akure South continue to experience low job satisfaction levels, which can be partly attributed to entrenched organizational cultures that resist change. Ineffective communication, rigid hierarchies, and outdated norms have created an environment where employee morale is compromised (Olatunde, 2023). This research addresses the gap between the desired modernized cultural practices and the reality within public institutions. It investigates how these cultural factors impede job satisfaction and seeks to offer recommendations for creating a more supportive and engaging work environment (Adekunle, 2024).

Objectives of the study:

  1. To analyze the impact of organizational culture on job satisfaction among civil servants.
  2. To identify cultural barriers affecting job satisfaction.
  3. To recommend strategies for cultural transformation within public institutions.

Research questions:

  1. How does organizational culture affect job satisfaction among civil servants?
  2. What cultural practices hinder or promote job satisfaction?
  3. How can organizational culture be reformed to improve civil servant satisfaction?

Research Hypotheses:

  1. H₁: A positive organizational culture significantly increases job satisfaction among civil servants.
  2. H₂: Rigid bureaucratic cultures negatively affect employee morale.
  3. H₃: Modernization of cultural practices leads to improved job satisfaction.

Significance of the study
The study highlights the crucial role of organizational culture in shaping job satisfaction among civil servants, offering insights for policymakers to reform outdated practices. Its findings can lead to enhanced public service delivery and improved employee morale. The research is valuable for administrators, human resource managers, and scholars in public administration seeking to align culture with contemporary service expectations (Ajayi, 2023).

Scope and limitations of the study:
This study is limited to investigating the effect of organizational culture on job satisfaction among civil servants in Akure South Local Government Area, Ondo State. It excludes other regions and sectors, focusing solely on cultural dynamics in the public sector.

  1. Organizational Culture: The collective values, beliefs, and behaviors that shape the work environment.
  2. Job Satisfaction: The level of contentment employees feel regarding their work.
  3. Civil Servants: Employees working in government institutions and public offices.
